Courses that have low enrollment, but high use of ORA causes issue with learners being blocked from completing course because they are waiting for peer review on ORAs

the edunext / unidigital team has made a proposal and PR to add visibility into the list of students that are in a blocked state, so that instructors can be aware of them and take the appropriate action.
It is not limited to the usecase of unlocking students, as it allows to see the list of students in any particular state for the activity.
