ORA capability for teachers to provide feedback and students to re-submit (and the cycle continues)

Not just teachers, but peer as well. We did a massive workaround for this in Rhetoric, allowing learners to enter text in an editing box and pull it again as the start of a second draft later in the course. If "pull a submission from a previous ORA" was an option that might let us do away with the workaround.
