Point a yaml test to a yaml file representing a parametric reform

The documentation points to examples in country-template, which all point to .py files, though those are all structural reforms. Per @benjello, there currently isn't a way to point a yaml test directly to a yaml reform; it must point a py file (or specify the parameter values individually).
