Move away from matching most recent FF version to the version of this package

Right now, this repo is versioned as the highest openff-X.Y.Z package it contains. This hits some stumbling blocks like

  • If we need to make a release of an older FF (like, we're working on sage release candidates, but also want to release 1.3.1)
  • If we include other FFs, like water models or GBSA OFFXMLs

There's also the namespace refactor, although it's possible to argue it's not worth it since the API of this package isn't too public-facing at the moment.
