Conduct external review of RIF files

The RIF files for 1.0 & 1.1 were generated a long time ago and probably haven't been reviewed, certainly not by a person external to the SWG who is familiar with RIF. They should be reviewed

@mperry455 one of the RIF authors is at Oracle, Gary Hallmark. Could you contact him to see if he could review? Can't easily find contact info for him but LikedIn says he's still there!

I have emailed the last 4 editors of RIF Core asking for assistance.

I have received a review of the RIF rules by one of the original RIF editors: Dave Reynolds (@der). He has indicted a deduplication presentation of the rules that I'll create a PR for.
