1.1: what's up with branches and PRs re SHACL?

has a broken link https://github.com/opengeospatial/ogc-geosparql/blob/master/1.1/validator.ttl
The closest I can find is in branch geosparql-1.1:
https://github.com/opengeospatial/ogc-geosparql/tree/geosparql-1.1/examples/shacl
Now, this PR https://github.com/opengeospatial/ogc-geosparql/pull/305/files
has a file 1.1/validator.ttl and shows this

But I cannot find such file in master? Am I blind?

I also checked all spec links with the chrome CheckMyLinks addon and they show ok.
For some reason the github broken link is not caught by that addon , although github returns proper status 404:
