update implementations documentation

Update our current implementations documentation in the same manner as implemented in the OGC API - Features GitHub repository.

I've started a first pass in my fork/branch and wanted to provide some info/comments/questions before moving ahead.
- For now, I have not removed our original implementations page
- I've followed (and agree with) the advice of @cportele and have only included products
- it seems that most implementations are those by organizations (vs. actual products); @iandruska-ibl I think the IBL implementation based on a product per se?
- CoverageJSON libraries are added as clients
@tomkralidis Yes, our EDR implementation is a product (software package) per se.
Thanks @iandruska-ibl can you provide the name of the product and a link to its OGC products page? I can update my fork/branch thereafter. See https://github.com/tomkralidis/ogcapi-environmental-data-retrieval/tree/update-implementations-pages/implementations#servers for the example filled in for pygeoapi.
@tomkralidis The name of the product is Open Weather (https://www.iblsoft.com/products/open-weather). It is not a certified OGC product yet so it is not listed on the OGC products page.
I have just sent @iandruska-ibl a link to the product registration page.
