Only data in map extent is packed to offline file even though no settings have been selected to limit features

I have a project file containing several layers. When I package the project only a part of the data is transferred to the offline project file. So for example, out of a layer containing 100 buildings only 10 are included in the offline file.
After investigation it looks like only data visible in the current map extend is selected for the transfer. I never experienced this behavior before so I removed the plugin and installed it again (4.7.1). Next I looked at the settings of the plugin to see if a certain setting might cause this issue.
Under the tab "Cable export" all options have been deselected. I have no base map and the advanced settings contain the defaults.
It more or less looks like the plugin is using an area of interest and only copies the features in the area of interest. But this field has not been filled.

I have the same problem. I think is a qfieldsync bug. But you can select a layer with a big extensión.

Hello @bakkerss and @Christmannn, to address a functional workflow, you have two options if you want to work offline: you can either have a separate GeoPackage for each layer, or you can use the Copy action.
I have this same issue, it only packages layers within the view window for 4.7.1, however in 4.7.0 it packages the whole layer.
