Opening GitHub Discussions

Hi guys, thanks for the amazing project. I was wondering if you could open GitHub Discussions, so people will be able to ask questions without flooding your Issues.

I specifically wanted to start a discussion about replacing my own horrible implementation of LSP in fortls - Fortran Language Server with yours. That is probably going to be a massive undertaking from my end and I was wondering if you had any recommendations, advice, etc.

Issue is being tracked: fortran-lang/fortls#96
