Task completion email recipients

Is your feature request related to a problem? Please describe.
As a journal manager/press staff I find it frustrating that only the assigning editor recieves a notification when a task is complete. It makes it hard to know the state of an article without logging into Janeway.

Add an option to include all handling/assigned editors when a task is complete.

Tasks to include:

1. Review
2. Revision
3. Copyeditor
4. Author Copyedit

1. Typesetting
2. Proofreading
