feature request: make general search also search the tags

Hi there, as a new user searching for datasets, I was expecting that tags would also be searched, and possibly even be prioritized in the search results?

Searching on https://new.openml.org/search?type=data&status=active for OpenML-Reg19 does not return the 34 datasets with this tag.

It does return 24 other datasets that I cannot link to the search query. I checked the JSON and XML descriptions, and they do not seem to contain the search string. I'll make a separate issue for this observation.
