AU quarterly emissions data update

New quarterly emissions data is out. The CSV is here.
Two things:
- The previous version included data from September 2021. The Government has stopped releasing data before September 2024 (the start of the 2025 financial year). I'm not sure that this will change anything for the site, but I figured I'd flag it in case it does.
- The filename has changed to reflect the date range.
- update data
- hide quarter if it's an incomplete annual rolling sum
