Add city and neighborhood fields to event

As a user or administrator one wants to search for events in certain areas. Adding these fields will help ensure that they this information is provided.
Cities can be a drop down.
Neighborhood is free form.

I think we should make this to have a location-name (or site-name) and location-address which would include the city. This is what the county has now.
We could still add a neighborhood field.
