Sorting of categories and items

As a user, I'd like to be able to sort the categories into a specified order by drag-and-dropping them on the page. I would also like to be able to sort the items within a category by drag-and-dropping.
Note: this applies to desktop clients only, not necessary on mobile. Also, this request is currently blocked by lack of API support. Relevant issue can be tracked here: openpassphrase/opp#16
