Create a new component that simplify proposals

[microstudi]

• A new component based on proposals
• When added to a participatory space it should behave like proposals unless views or classes have overrides to alter the behaviour
• readonly settings: collaborative drafts, participatory texts
• hide settings: previous readonly settings can be hidden via CSS
• Override helper methods: do not show 3 steps if not needed
• Override controller/view to not go to the "complete" step after the comparing step
