Delayed publishing answers does not work in reporting proposals

  • Make it work
  • Mark proposals pending of being answered as "answer publish pending"

We need to clarify:

  • No email is sent currently when answering proposals, only a notification in the dashboard. This is a Decidim thing.
  • Status of the answering is marked in a columnt "Answer sent?"
  • It works as expected in reporting proposals
