BUG: ODIM rstart values is km in 2.2 and m in 2.4

Description
While trying to update BALTRAD notebooks for ERAD2024 data is converted from ODIM_H5 2.2 to 2.4 format. When reading 2.4 the xradar odim reader reads m as km as it does not check the version and assumes km.
