ARR: Notify the Ethics Chairs when a submission that is flagged for ethics review is desk rejected

Otherwise the Ethics Chairs stop seeing this submission and they don't know what happened.

I suggest to email them about the desk rejection, I'm not sure if it is easy to keep them as readers of the desk rejected submission.
