ARR: New reviewers to resubmissions unable to see resubmissions after posting review

This is happening because the Reviewers/Submitted of the current cycle are being added to the Reviewers/Submitted of the previous cycle. However, only the Reviewers group is a readers of the submission since Reviewers/Submitted is only a child group, not a member group of Reviewers

Fix: Add the new cycle's Reviewers/Submitted to the Reviewers group of the previous cycle - both are needed as the replies are posted with submitted reviewers as readers

For previous submissions in the API 2, I would suggest to add them as readers instead of members of the reviewers group.

Being a member of the group give them some permissions that we are not sure if we want to give them.
