ARR: Fix SAC status tab in the PC console

The SAC status tab in the PC console is missing the following features for ARR:

  1. Enable messaging to SACs. The April cycle had to send 71 emails to each assigned SAC and doing so through the group editor is not very convenient
  2. Properly display relevant AC information for each SAC. Right now, it does not handle SAC-paper assignments properly and only shows the assigned submission ID, it needs to show each AC and each paper under each AC and their meta-review and review progress

  1. How do PCs select the SACs they want to message? using a checkbox or some kind of filtering?
  2. This can be done for all the venues, @xkopenreview we can think how to show this stats here.
