PC console: Fix AC message option token

When we use the paper status tab to message all ACs, the text instructions still use the reviewer name, and the token {{submit_review_link}} points to the Official Review link.
Is it possible to point to the Meta Review instead?

{{submit_review_link}} is also wrong for AC
it's using official review invitation
