On start poll for new client / block configs and apply as necessary rather than hardcoding the regexs

Just so you know, we've also just added in some re:body rules which match against the URL's content rather than the redirected URL itself. This was to match URLs which are blocked on copyright grounds instead of parental controls. Hope that's OK.
