incorrect message about how to use LifecycleFrozen

The config for Shodan (i guess? i am given to understand it lives in a cluster somewhere) is generating this message on bugs:
Additionally, you can add LifecycleFrozen into Keywords if you think this bug should never be marked as stale.
this message is incorrect, the string needs to be added to the Whiteboard, not Keywords.
