Broken link in galaxy.yml

The downstream build process changes the links for issues and repository in the galaxy.yml file to point to a non-existent redhat.openshift repo. We'll need to copy the file, but not change the link. This problem is manifest in the link to the repo/issues on AH. Also, the link should be updated to point to the new repo, though there is at least a redirect in place.
