why Jenkins property hudson.security.csrf.GlobalCrumbIssuerConfiguration.DISABLE_CSRF_PROTECTION sets to true

Hi gus,
In Jenkins s2i, why does hudson.security.csrf.GlobalCrumbIssuerConfiguration.DISABLE_CSRF_PROTECTION java property set to true?

I could not override this property as it is hard coded:
like this:
ENV JENKINS_JAVA_OVERRIDES='-Dhudson.security.csrf.GlobalCrumbIssuerConfiguration.DISABLE_CSRF_PROTECTION=false'
