Security Realm settings being reset on new rollout

Hi! I am having the exact same problem as #1702. Was not able to reopen it. Any thoughts on making a pr for this #1702 (comment)?
Issues go stale after 90d of inactivity.
Mark the issue as fresh by commenting /remove-lifecycle stale.
Stale issues rot after an additional 30d of inactivity and eventually close.
Exclude this issue from closing by commenting /lifecycle frozen.
