Playbook don`t specify storage class for logging system

Description
If you won't use PVC in logging system ansible failed. Because it didnt specify SC in a non-dynamic cluster environment. Vars openshift_logging_es_pvc_storage_class_nameandopenshift_logging_elasticsearch_pvc_storage_class_name dont help.
