Is there any way to set --feature-gates=SCTPSupport=True in OKD 3.11?

Description
I deploy a service using SCTP protocol, but I got below error:
The Deployment "amf-deployment" is invalid: spec.template.spec.containers[0].ports[0].protocol: Unsupported value: "SCTP": supported values: "TCP", "UDP"
Expected Results
SCTP should be supported in Kubernetes 1.13.4
Issues go stale after 90d of inactivity.
