IfcEngine.dll reference invalid or unsupported

Whenever I try to add a reference to ifcengine.dll on my Visual Studio 2017, it says that the reference is invalid or unsupported.

Even on trying to inspect with JetBrains dotPeek to find the issue, it says that the format is unsupported.
