DCIS: Dashboard Add global time filter

• requirement to add a filter by month as part of the global filters at the top (preferrable a start Month and a stop Month), the filter should reload dashboard figures to only records collected within the selected Month(s)
• the filter to be added as part of the global filter at the top of the dashboard
