Voting procedure

I think the public voting policy could use some additional clarification:

• If not all OTC members are present at an OTC meeting, a call for votes should be send
• After closing, the results of the votes should be send to the openssl-project list

Please feel free to propose a PR that changes the policy. For the first case the question is when the outcome of the vote is already known at the time of the meeting, does it really make sense? Also how long should we wait for the vote to be closed when the outcome is already clear.
