Wonky behavior on tutor signup page

When you visit this page: https://dev.tutor.sandbox.openstax.org/signup

Then click "Get started" under "Are you an instructor?" you are presented with an unstyled page. If you refresh the page it properly takes you to accounts.

Dante says this is using TurboLinks that probably needs to be reworked.

Adding data-turbolinks="false" to that link should be enough.

There are other links in that page that take you to the FE like the login button, so disabling it in the whole page may be an option.
