First time user, can't get plover to work

Describe your issue
I am a court reporting student. I use a lenova yoga laptop. I have a stentura Fusion writer. I am trying to use Plover so that I can write on my machine, and the translation will appear on my laptop word doc. page. I have tried several times but it is not working.

"I'm trying to connect my Stentura Fusion to Plover over USB but nothing comes up on my laptop when I write on my stentura. There is no output.

Steps you've taken

What have you tried to do to get this to work?

1. I downloaded plover.
2. I downloaded the driver for my stenura to connect to my laptop, its connected now.
3. I downloaded my school dictionary onto plover.
4. I made my school dictionary last, and commands.json dictionary first priority. and vice versa. and i did the same with use.json.
5. I tried to manually put in plug ins. I can't find "plover_console" on my computer files. I think that's whats needed to put in plug ins?
6. I have two plover apps, one says "plover debug". maybe that is the issue?

Expected behavior
I expected plover to be able to translate my machine on a word document. It doesn't.

My Laptop is now running on Windows 11. I upgraded to see if it would help. It did not.
I downloaded Plover 4., the latest version
