Newest version of Plover not working with Protege + plugins forcibly upgrading portable Plover

Describe the bug

Newest version of Plover from the releases page does not work with protege. Even when plugins are reinstalled the protege is seen as "connected" under "Stenograph USB" setting, but do not display any keystrokes even in the papertape.

After uninstall and returning to an older, portable version, the portable version did not work either. Attempted to reinstall the stenograph-usb drivers through the plugin manager may have forcibly upgraded that portable version to the newest version, which still did not work with the protege.

Had to copy an old version of the portable version off a usb stick and use that to have the protege work again. Plover 4.0.0.dev9+65.gdf65bf1 in portable mode (with the config file created so it's self contained/run from that folder only). Confirmed works with protege, no issues, after removing Plover v4dev12 completely.

To Reproduce

All done on an HP notebook laptop running Windows 10.

Attempted to switch to a newer version of Plover:

Installed newest Plover MSI installer from the releases page (Plover 4.0.0.dev12).

Attempted to use the newest Plover version that was installed - it recognized the Stentura Protege through USB and showed "connected" but did not show that anything was typed, even through papertape.

Uninstalled the stenograph-usb(v1.2.1) plugin through the plugin manager. Reinstalled it. No change.
Uninstalled the stenograph-usb plugin. Installed the alternative plugin "stenograph" (v2.0.3). No change.

Uninstalled "stenograph" plugin. Re-installed drivers from the Stentura website (from a zip I know works). No change.

Restarted computer several times inbetween uninstalling and reinstalling various combinations of the two plugins, Plover v4 dev12, and Stentura drivers. No change.

Attempted to use original portable version of Plover portable from desktop only to find that the protege no longer worked with it. Attempted to reinstall the stenograph-usb plugin, as well as updating the plugin manager (and maybe another one or two that were marked outdated?)

Restarted original portable version of Plover - realized it had been forcibly updated to v4dev12. Protege did not work with this version of portable Plover.

Moved updated portable version of Plover to another folder, copied the original dev9 portable folder off my usb stick to computer. Protege immediately began to work and displayed strokes in paper tape.

The updated portable version will not recognize the protege's strokes despite being connected and working with the older portable version.
