Set up test pages for each type of blocking

We should set up test pages somewhere that load tile.osm.org tiles and then block them, with one page for each type of blocking that we do. This will allow us to test that our blocks are working, and to test stuff like returning images on errors.

That can simply be (name).dev.openstreetmap.org

I'm not sure if you're suggesting they be on someone's dev account, but we need different subdomains for each type of blocking in order to test.
