HC should check for stale metadata

Currently the voldrv can leave stale metadata in case a redirect times out (openvstorage/volumedriver#71).
The decision of the BAM was not to tackle this in the voldrv but rather let the HC detect this issue and cleanup the garbage through an OPS script (https://github.com/openvstorage/dev_ops/issues/93).
