Transfer the Bifold repos to OWF

We would like to transfer our primary repo, and secondary repo containing our automated test mechanics, which can be used for any mobile wallet, not just Bifold, to the OWF organization. Below are the repo with proposed new repo names.

1. https://github.com/hyperledger/aries-mobile-test-harness to mobile-wallet-test-harness
2. https://github.com/hyperledger/aries-mobile-agent-react-native to bifold-wallet

It's ok if mobile-wallet-test-harness is a Lab project. It's all our test automation but it can easily test any mobile wallet so useful I think.

I think I see the maintainers under the Project Maintainers.

This is our current team in the Hyperledger Org.

And current maintainers with access are in our MAINTAINERS file. I believe they will need "Write" access to approve and merge PRs.
