[feature] Limit maximum amount of toast notification

Hi, if I attempt to reboot the server which will generate a lot of reachable toast notifications after it boots up again then the UI is pretty much unusable until it's all stablized

How about we have an option that can limit the maximum amount of toast that is currently displaying?
