Community maintainer sustainability proposal

Our maintainers are precious assets of our community thanks to their major and sustaining contributions to the project. The activity of our project depends heavily on activation of our maintainers.

This proposal aims to keep a relatively high activation of our maintainers over all.

It's appropriate to assimilate new maintainers and, at the same time, to keep the maintainer list at a rational length, to retire some inactive maintainers.

To treat our maintainers thankfully, we can maintain an ex-maintainer list, to remember those maintainers and honor our project history.

Operationally, those maintainers, due to various reasons, inactive for longer than six months, and after a voting process among current maintainers, would be considered to move from maintainer list to ex-maintainer list.
