[Feature Claim] Delete & Create resource from web console

• Title: Delete and create cluster resources
• Description: Currently, most of resource pages serve only as a dashboard for displaying resource status. Users may want to perform more advanced tasks such as creating or deleting a resource in the web console. This feature may manifest itself as a GUI version of the kubectl apply and supports creating from yaml. (PS: For the delete part, the frontend UI has been ready.)
