allow the viewer to adjust the cnsr timing

Sometimes subtitles are few seconds too late or too early, VLC overcomes it by allowing the viewer to add offset to the subtitles.
I believe the timing issue will also occur with cnsr files, so we should also add the user the ability to add offset
