Add support for exclusions of links.

Some channels, chats and urls are useful and frequently appear in conversations. For example https://github.com is common in dev chats. Some links are more specific. For example https://scastie.scala-lang.org is a friend of scala community.

Exclusions should be separated by chat and should be adaptable by administrators. It requires to develop communication with bot.
