env WEBLOGIC_LOGGING_EXPORTER_CONFIG_FILE does not work

I tried to customize the location of config file with env variable WEBLOGIC_LOGGING_EXPORTER_CONFIG_FILE but it didn't work. It always tried to look up the config file from the default location.
