Full COA conventions support (meta.yml and secrets.yml files)

As a service template author, I will follow the conventions expected by COA (https://github.com/orange-cloudfoundry/cf-ops-automation#ops-files).

COA Broker must be fully compliant with the COA conventions :

  • Remove checks on meta.yml and secrets.yml files
  • Remove generation on meta.yml and secrets.yml files
  • Checks impacts on existing instances
