Provide the pre-defined `io.cncf.oras.artifact.created` annotation key in `specs-go`

Since io.cncf.oras.artifact.created is a pre-defined annotation key and will be used for Referrers sorting, we should provide this value in specs-go/v1, just like we do for media types.
