Elements and CSS will need changes to support Bootstrap v5

Bootstrap 4 is supported until 2022-11-01, so will need to move to v5 before then.

Navbar formatting has gotten a bit complex.

Side menu fixed with a reinclude of jQuery but needs more fixing - active item is not working and the sub-headings aren't working either. Feel like I had to fix this when I first implemented but can't recall.

Also navbar is mostly fixed on equipment.html, needs to be fixed on the other pages.
