Appveyor does not automatically draft a release

The Appveyor builds generate artifacts - but they aren't setup to automatically go to github.
Set up automatic deployments triggered on a tag.

Well this has turned upside down - it's automatically creating a release for every push now. Urghh.

Fixed that now. Removing the annoying drafted parts.
