Why ladon policy has `effect` field ?

I know that ladon library is inspired by AWS IAM, but i want to learn the reason why we need effect
field in Policy
struct .
I use AWS IAM daily, but i don't think there are some functions relative to effect
field, if i want to deny a request, i just need to remove that policy, em ...... Am i right ?
