Options window gets stuck in taskbar if unfocused with edit dialog open

What steps will reproduce the problem?
1. Open the options window.
2. Edit a key sequence.
3. Switch to another window (for example, charmap, as if copying a character).
This causes the options window to refuse to raise itself above the other
windows when refocused by clicking the taskbar button. I was able to get it
back using the tray icon, or by clicking inside the window if it was still
partially visible.
Bug was observed on Windows 7 with taskbar buttons set to "never combine".
