Japanese Keyboard - Caps Lock does not work

What steps will reproduce the problem?
1. use Japanese as the keyboard layout (without the Microsoft IME, just plain
Japanese)
2. select Caps Lock as the Compose key in FreeCompose
3. type some text using the Compose key, e.g. Caps+o+/
What is the expected output? What do you see instead?
ø should be printed when entering Caps, then o, then /; however, the Caps key
is simply ignored and o and / are printed as soon as their respective key is
pressed (using the Application key as the Compose key instead works perfectly,
just like using Caps with the English layout or even the Chinese Cangjie IME)
What version of the product are you using?
